Gov. Whitman yesterday dropped her resistance to lowering the legal blood-alcohol limit for drunken driving, saying she would rather the state adopt a standard of 0.08 percent than jeopardize federal highway funds. Whitman’s announcement came a day after President Clinton signed a law that allows the withholding of federal money from states that do not have a blood-alcohol limit of 0.08 percent or lower by Oct. 1, 2003.
