WASHINGTON - A complacent America is losing ground in the fight against drunken driving at the cost of thousands of lives a year, Mothers Against Drunk Driving said Thursday in releasing its state-by-state report card. Missouri and Kansas both received lower grades than on MADD’s last report card. Missouri scored a C, down from a B-minus. Kansas got a B-minus, down from a B.
