Four years after S.C. lawmakers passed what they touted as a historic DUI law, police and prosecutors are all but ignoring it, preferring to bring charges under an older drunken driving statute. The reason: The newer law, they say, has no teeth. Federal transportation officials say tha among the states, Arizona, Kansas and Texas had the greatest increases in number of drunken driving deaths last year. When Lindsay Lohan was arrested early Tuesday morning, it marked the second time in less than two months that the actress was investigated for suspected driving under the influence. Now, a new study suggests that immediately taking the driver's licenses away from DUI suspects like Lohan could save hundreds of lives a year.
