Police arrested nearly 50 percent fewer drunken drivers in 1991 than they did two years ago, with the biggest drop in arrests coming from the task force formed to target impaired drivers. Overall, DUI arrests and summonses in Virginia Beach fell by 47 percent - from 4,414 to 2,062 - between 1989 and 1991. Across the state, DUI arrests dropped 3.5 percent in the same period.
