When Bruce Smith of the Washington Redskins was charged with driving under the influence of alcohol last week, football fans weren’t the only people who took notice. The case created a stir because Smith was ticketed for DUI even though he tested below Virginia’s 0.08 blood-alcohol limit on the breath test administered by police.
